Tom was upset at his brother because he wasn’t, in his mind, taking care of his farm as he always had.   He kept his current practices despite the fact that Tim had told him about the changes coming.  He wasn’t ready to accept them, nor he believe them, or perhaps he just ignored them.  That is the way he was used to farming, and nothing was going to change, he was sure of it.  In fact, he stopped talking to Tim, because he didn’t want to get any more bad news about the water, he was able to get the water that he needed all the time, so there was not need to change anything.
